There's an old - and very wise - saying (well actually it's a fairly new saying): "Supermen are boring".
The trouble with characters like the Silver Surfer is that they are so powerful that they are invincible and so there is no conflict to create a good story. In terms of coolness, the Jolly Green Giant is way ahead of the pontificating Silver Surfer.
I like heroes who are vulnerable, anyone can pretend to be hero when they can control people's minds or bullets bounce of their chest, but characters who risk life and limb to be heroic are much more interesting.

It would depend on how close the Silver Surfer would all himself to get to the Hulk or how low to the ground he would fly. If the Hulk jumped on top of some buildings that would give him even more leverage to jump higher and bring down the surfer. The Silver Surfer should win, but all it can take is one mistake for the Hulk to win.

the silver surfer because the silver sufer can fly and the hulk cant so the silver sufer can use his powers to

surfer would win in the end... he has the potential to be as strong and as invulnerable as the hulk... plus he is faster, can fly, and with the power cosmic, he can manipulate matter and do almost anything...

Surfer was too much for the green goliath. He eventually beat him by pounding him with his board.
