There are no federal or state laws, criminal or otherwise, regarding whether or not you can sell your account to any game.
That is all covered by the Terms of Service with the game provider, not by law. The maximum penalty they can exact is to cancel your account and ban you from the game.

Yes it is illegal. It is against Jagex rules and they can easily detect account sharing/trading so I would steer clear from breaking this rule.
