If its always at the cold side it usually means that the overall temp is too high for its INDIVIDUAL body. Drop it down A LITTLE bit and see if it moves around or what. Usually if it hangs out by the heat all the time then the rest of the cage needs to be warmer and everything. Every living thing is different and have different personalities. Some like it warmer or colder then others.

Well, first of all, with only a 3 to 5 degree difference between the two sides there really isn't a warm side and a cool side in your tank. Make sure you are measuring the actual substrate temperature in both ends by putting a thermometer right on the ground until you get a reading. If your warm end is only in the low 80's you need to raise it up by about 10 degrees. For tropical snakes like balls a supplemental heat lamp is often needed in addition to the undertank heater.
Make sure you have a hide area in both ends.

i recommend getting like a 20 long, that way you can have the undertank heater on one end and a basking lamp on the other. ideally you want about a 10 degree difference between the two sides. the uth side will prolly be the cooler side and they'll prolly spend more time over there but the warm side is good too. don't worry, they'll move around to get comfortable.
