sounds like you have a bad ground wire.

You have an extra resistance in that circuit causing the voltage across the bulb to be lower because it has to overcome the other resistance in the circuit. These are usually in the ground circuit side. Do both the high and low beams have the same problem side to side? There is no easy way to check these other than to open them up and test at the connection with a test light and see if the test light is also dim. When checking the ground side, just reverse the clip to a power and then touch the probe to the ground side. There are lots of connections in these circuits so a quick trip to the dealer for a wiring diagram and component location sheet are well worth it. Good luck.
