I work at a book store, and someone asks me this every week. As of just right now, we don't have any information of a publish date or even when to look for it.
i'm sure as soon as the third announced it will be a big deal on sites like amazon and chapters.ca .. they might even let you sign up for an email notice of when they start exspecting pre-orders.

No date as of yet but the Title of the book seems to be "Empire". Paolini revealed the title in a recent interview.
