this is the software that is for the graphics card that came with your computer. DO NOT UNINSTALL IT.
normally, u wont be able to do anything in the program. it is just there so that your ATI graphics card will work properly.

It is the software that interfaces your operating system (windows/linux/osx/solaris/bsd, etc etc etc) with the physical hardware of your integrated/installed ATI video card.
think of it as a language translator
for example, your operating system speaks english, but your video card speaks chinese, the driver software is the translator
without it, the graphics go into default vesa mode where everything looks washed out, and is in low color mode.

A driver is what tells the OS how to communicate with hardware. Hardware by itself does nothing, so it needs an interpreter for the OS. In this case, a display driver will tell the OS how to display an image correctly (among other things).
