Tokyo was bombed repeatedly in the last few months of the war by conventional bombs. As I understand it, because their houses were mostly paper and wood, huge firestorms swept through much of the city. Over 72,000 citizens were killed. The Allies needed to at least keep the leaders of Japan, especially the Emperor alive so they could negotiate surrender. Anyway, here is a link to the devastation that befell Tokyo:

The initial purpose of the atomic bombs was to stop production of war materials, not as an antipersonnel weapon. Hindsight is 20/20, considering the casualties, but that was the intent.
