The only way the rain can cause the internet any problems is if lightning strikes a pole with the lines on it or the pole falls because of the extreme wetness.

90% of the time weather does not play a role in the speed of the internet, it is your provider and how fast or slow the service is in your area at any particular time. Also how you have your computer set up makes all the difference.

John Brian I am a novice (an old one at that) and feel the weather is the culprit but then I would wouldn't I.
