"Rain" tells me the cables outside are getting flooded.

If you are losing your connection, you need to contact your Internet Service Provider (ISP). You shouldn't be losing your connection nor should your access speed be way slower than advertised.

Often, the ISP's aren't aware of a problem unless you tell them.

well mine did that when we had phone Internet and then again when we got cable Internet both time it was in the wire's or cable coming to the house call you Internet provider and let them know they should come out and check it

Probably a leaky tap plate, schedule a trouble call.
