Stains and deposits from hard water are caused by minerals in the water such as calcium and magnesium. These minerals will deposit themselves on whatever - pipes, coffee pots, dishes, etc. I'm not sure exactly what you mean by "fan pads," but whatever it is you need something chemical (typically acidic) and time to cut/dissolve through the build-up. This means the best thing you can do is let something soak overnight in a solution designed to cut through the calcium or lime. Good products are Lime-Away, CLR, Simple Green Lime Scale Remover, Lime-Eater, etc. Lye and ammonia will also work but are very nasty. Vinegar is not as strong but will work and is the probably the safest thing to use. Also the effectiveness of vinegar is increased with heat. I have found that a toothbrush is good for getting into small areas. Remember - removing deposits is something you really can't rush - time is your friend with the right chemical working for you. If at all possible let it soak.

I don't know what fan pads are.
But most hard water minerals dissolve in vinegar.
There are also products like CLR at Home Depot.
