There is no best time. I breed mine all year. Some people say it is easier in the summer because of the warmer temperatures. I say as long as you have the correct food for they fry breed them anytime it is convenient for you. And Ally some people breed for show or have them already sold. And I can assure you that most breeders have plans for their fish.

Actually if you are so inclined, summertime when you can keep the fish out of doors, is a kind-of fun thing to do. Use a fairly large container(for thermal mass) to keep the temperature even. Put the container in a shady location,(direct sunlight will cause overheating.). If possible have a small light near (over head) the container.Close,so that bugs attracted to the light will fall into the water. This provides live natural food for your pet(s) and will get them into spawning condition quickly. The out-of-doors location will also prove a source of infusoria for the growing fry.(I'd also start a separate culture of infusoria when the spawn appears imminent.
Look up a couple of good web-sites for information on spawning,and ideas to make the outside system work.

The time of year is irrelevant. Just make sure that you bring them inside if you live in a cold climate. Once the male has squeezed the eggs out of the female make sure that you remove her and leave the male with the eggs. The male will keep chasing and hitting the female even after the eggs are extracted by him. He might kill the female. The male is left with the babies as protection, but you can remove him also since htere is no fear of predators. The bigger the space the better it will be for the babies.

Since they are kept inside, the time of year doesn't matter at all.
