I only have norton antivirus.. but how exactly do i get it to ignore the dll?

you can set the premonitions to no read or write but then what ever software uses that dll wont work :)
WpeSpy.dll is not an harmful file, it sniffs packets,

if you need a packet sniffer use wireshark or URLsniffer.... http://www.wireshark.org/download.html

"WpeSpy.dll" didn't come with Windows, so it is detected as Malware.

One other possibility is: you have installed more than ONE Anti-virus program. This is a severe No No.

Delete all AV but the one you like. Re-boot and scan with it. If it finds the same DLL, remove it. Then, Re-boot and scan again.

Re-post if it won't go away.
