For the casual try a blouse that comes down to about mid thighs, with extra long jeans that will cover your heels. The high heels should be pointed to give you a taller look. for the evening gown try a long dress that flares and that is frilly and long. and then do the evening dress with tall silver high heels! For your evening dress go with something A-line. A defined waist will make you look even shorter. For casual wear, try to find an A-line sundress. Avoid creating horizontal lines by wearing contrasting colors on the top & the bottom. i.e. Do not pair a white tee shirt w/ a black skirt.
You should try to create a vertical line by wearing the same color on the top & bottom. i.e. a black jacket w/ black pants -The blouse can be any color so long as you keep the jacket on.
For evening gowns - try wearing something w/ a v-neck line. Off the shoulder & strapless styles create a strong horizontal line that can make you look shorter. You may want to focus on pastels since dark colors make you look smaller.
Keep all accessories proportionate. i.e. a trim clutch purse, drop earrings that aren't too bulky, wedge sandals that taper slightly - not chunky heavy platforms

make sure it is waisted. especially if you have a tight waist. if you don't have a tight wast, go with an a-line or ball gown. go with either a dangling neck line or back. keep shoulders bare and try to get a gown with a neck strap. seams that run straight down the front work. high heels and a semi-long front hem with a considerable carriage. high heels. you can gain an inch just by standing up straight.

i am not tall either and for casual wear i usually wear pants that are longer with super high heels. the pants will cover most of the heel making your legs appear longer & leaner. the same can be done with dresses, pageant or otherwise.

Definitely nothing that flares. A slim fitting long dress with heels. Pinstripes seem to also do the trick.
