Rutinely, it acts thru Humans. Provides Humans the spirit and strength , will and capability to be actively violent and destroy each other.

Yes we need population control. But we need more consumer control than population control. We don't need anymore 5000 and 10,000 sq. foot McMansions in this country depleting more and more of our forests. We don't need anymore cricket cages being built in Japan which deplete our forests. And, we need to stop chopping down trees to make disposable diapers to cover our babies butts. We need more consciencious thinking on all of our parts. We need more radical environmentalists who stop being nice and playing nice about the real world problems our planet faces. We need an entire paradigm shift is what we need.
As far as controlling population, which is needed,
It's been proven that teaching birth control is one of the best solutions along with handing out condoms. Another is to educate women in impoverished countries and help them start their own micro-businesses. This has had huge impacts on populations when it is practiced. By empowering women to have independent lives is a proven method of population control. It is also a proven method of improving human rights around the world.

Yes, I do think the world needs population control, but I think that nature can provide it if we allow it. The trick is not to reward anti-evolutionary behavior. If you have tons of kids that you can't pay for the government shouldn't come rob me to feed them. Health care is a service, not a right. If you can't afford it then you don't have the right to come rob me so that you can pay your doctor. The basics of survivial, namely food, shelter, health care, and protection from predators, should not be supplied for all at the cost of a few. If you can't provide them on your own then nature will take its course. In the same manner massive safety regulations should also be done away with. If you don't know that it's stupid to drive at 145 mph then you're better off out of the gene pool. Smoking WILL kill you. If you haven't figured that out then it's not my concern any more. Hell, take the taxes off so that those who WANT to kill themselves off faster can. The safer we make our world the dumber society gets and the more problems we face. We NEED to let people kill themselves if those are the choices they make. Sorry, but better luck next time.

The Rome report of the 70's predicted due to overpopulation by the late 90's, 90% of the wourld would be famished, almost all freshwater reserves would be used up, there would be no gasoline, and massive global wars would deteroriate the world order.
None of it came true. We can support many more than we do now. The issue is dispensation of resources. 7,000,000,000 people can fit inside the city limits of Mobile Alabama.

I think the world already has population control. It lies within all the diseases that are uncurable, the major disasters that kill thousands, wars. Think about it if you kept track of just those three things how many people die in just a day, let alone a year.

In some countries, yes, particulary poorer ones.
The best proven (and humane) way of doing this is to work with countries to develop their economies and to allow women to both work and go to school. When this happens, women have more freedom and knowledge and families tend to be smaller (the same phenomenon occured in our country). Also, the practice of having kids for work purposes tends to diminish as more women are allowed to work and those kids are then able to attend school themselves.
