First of all there are probably three fans in your PC.
Definitely one in the power supply and one on the CPU. Also there is often an extra intake fan on the front or an exhaust fan on the back.
You need to decide which ones are noisy.
Always replace a fan. They are there for a reason. If your PC manufacturer could have save $2 by leaving out a fan they would have done so. Generally the more expensive the fan the quieter it is. Compare the dB ratings - lower is better. Watch out for fans which have a low dB rating, but at a lower than spec speed odds on it is a noisy fan trying to be passed of as a quiet one. (at 0 RPM they are silent, but do not do much to cool your PC down). The higher the cu ft/min the more air it will pass, the cooler your PC will be.
Make sure that the replacement fan is the same size, and if space is limited around it, the same thickness.
For the CPU fan, replacing the heatsink with the fan may allow you to use a smaller fan on a better heatsink to get the same overall cooling.

You cant turn off the fan of your pc tower just because its too loud. The fan in your pc has a reason for being there so dont try turning it off otherwise your pc will start having problems. You can replace the fan if it make too much noise because thats all you can do unless you are thinking off disconnecting or cutting off the wire of the fan which i think is really out of the world.

The fan sound you hear is either the power supply or the cooling fan for the processor. Neither of which do you want to "turn off" because your computer will over heat and important components will eventually fail catastrophically. I suggest that you take the computer to a repair shop and ask them to replace both parts. Also ask yourself if it's really that loud or do you percieve it to be loud? All computers make some sort of fan sound.

Well Jim , you can open the tower and unplug the fan. However I'm sure you can find a cheap replacement on ebay or somewhere. I'd hate to see you over heat the tower.

You can replace it if you want to keep the airflow or unplug the fan in the interim.
Open the case and look for the wires leaving the fan that is noisy. At some point you'll likely see where this connects to the wires that connect to your power supply; it might also connect to your motherboard.
Regardless, as long as this wire is unplugged from power, it cannot bother you.
I strongly recommend replacing the fan, however, as it will help keep your system cool, especially during the warm months of summer.

You can't turn it off! The fan is there for a reason - to keep the tower cooled down!! You can however change it for a quieter one!! Just go to a PC repair shop - they can help you out!!

If it is loud then yes you may need to replace it but if you turn it off then your PC will overheat and behave in a very strange manner because of this. My desk-top replacement Dell laptop has an incredibly loud fan but it doesn't bother me in the slightest.

You should NOT under ANY circumstances turn your fan off. If you turn it off and leave your computer on long enough, your computer can literally begin to melt and irreversible damage can be done. If the fan is that big of an annoyance you can take the computer into a shop and have the fan replaced.

Bad idea! You could do a lot damage if your power supply or your PC processor over heats the fans are there for a purpose, it would be a better idea to replace it and fit a quieter one.

DONT TAKE IT OUT!! It's not safe to take it out. You're computer will most likely overheat, then your power pack will short out due to the excessive heat. A computer doesn't get that hot, but it's not wise to take the only cooling system off of it! I wouldn't do it...
Try to go out and look for a quiet fan. Ask for employee's help in doing so.
