We have very streaky water pressure (really strong one minute and then really low later), so when I water my lawn it's very inconsistent, is there a way that I could install some sort of regulator just on my outside valve...I would rather not mess with my pressure inside if I don't have to.

Yes, you can install a regulator on the outdoor line but it will not increase pressure, it will only regulate the pressure and possibly lower the pressure at times.

If your pressure is "streaky", I don't think any regulator would help. You need to find the cause of the high/low pressure stints. The water is coming from the same main as the rest of the house.
