Soap up the beads and place a rope several times around the circumference of the tire to push the tire bead toward the safety lip on the wheel rim. You may need to take the tire to a tire shop or a gas filling station with a good air compressor. They have pressure hoses with more initial pressure to pop the beads into place.

I would asume you are speaking of a lawn tractor. If so, take some silicone spray lube and spray both sides of the rim. The inside of the rim should be exposed. Also spray around the out lip of the tire on both sides.

Roll the tire onto the ground to get the tire to shape its self around the rim. You may need a lot of tire pressure from you compressor to create a seal. It's hard to explain it in words how to get the seal, but I hope my info helps ya.

You have a seal around the rim that sticks the rim to the tire. And when they inflate the tire, the pressure seals it up.

did the tire come off the wheel bead?

try wrapping a rope around it to compress it back on the bead.(like a tourniquet)

P.S. the starting fluid trick is dangerous, people have been killed by flying tire chunks doing that
