its a safety device for your engine basically, you set your turbo pressure, but on various days you could run hot/cold thus effecting the boost, so too much and you blow your engine up, the blow off valve is set to the max boost you want in your engine, and if it exceeds this pressure the excess air is sent out of the line via this "switch" that releases the air into the engine bay.... now if you meant nitrous, a blow off valve is really a purge valve, where you bleed the line before use, making sure there is no debris ,air, or condensation in the line, you spray out of the car before using it in your engine

A blow off valve is a safety feature preventing something from exploding or preventing your engine from stalling. If you have a turbo and you are on full throttle and then you suddenly let go and your throttle valve is in idle then the turbine is still producing boodt but the throttle valve would not let all of it pass creating back pressure. This back pressure causes the engine to stall. When the throttle valve is in idle after full throttle the different pressure after the thorttle valve after the manifold creates a vacuum lifting a spriing allowing the excessive air to be discharged into the atmosphere or it goes back into the intake or turbo.

It is a valve that is set at a certain pressure, when the pressure is exceeded the valve lifts and releases the extra pressure. This is a safety device, to keep things from either exploding or breaking.

Think of it as a safety, or pressure release. It does just what it sez it does. It allows pressure or fluid to escape to prevent an explosion or bursting of whatever type of system it is used on.
