You can get a whole lot more computer for the money if you buy a desktop and in general you won't have as many issues either. Portability places more wear on the components. But from what you listed as your use criteria, I think you'd be perfectly happy with a Netbook with an Intel Atom running Windows XP Home. I've included a URL for the Acer Aspire One which has a 3cell battery for $289 including Shipping and Handling(URL#1)in case you're curious. I also included a URL for the 6-cell battery for $329. I'm actually partial to Lenovo and own a T61 Laptop with a docking station and it is now my Home Computer and has two LCD screens attached. I also have an S10 Netbook which I use when travelling or running about. Later, if you decide you need more out of your computer then you can research that and not have spent a whole lot of money at first. Also, with the money saved you can purchase a portable DVD Burner as well and still be well below your budget of $850. Also, HP Mini has the best keyboard to type on that I've tried so far. Don't go below a 10-inch screen, just too many compromises as far as screen size and keyboard layout. Good luck!

As people have said with a laptop you can take it anywhere with you. Desktops are typically cheaper, although the price gap has considerably narrowed in the past few years. Also, for the price of a desktop you typically can get a more powerful tower than a laptop. Again, the technology strides are lessening this as well.
Good Luck with your purchase!
Edited to add:
With a desktop it's easier to upgrade components later on. Say you wanted more memory or an additional hard drive, you can't really add a 2nd internal hard drive to a laptop. You also have the benefit of more ports on a desktop that isn't available on a laptop.
