the toughbook's form factor is composed of a rugged composite resin/metal. the motherboard and peripherals are double bolted and small shock absorbers are installed throughout the case. originally designed for field and military use, they are becoming more popular with frequent business travelers. you can drop a toughbook 6 feet and nothing will break.

a tablet pc has a tablet/stylus interface that you can use for handwriting and tapping the screen with a stylus. tablet pc's are also designed for frequent use and are a bit more durable than a regular notebook PC -- they are often used in hospitals, clinics and schools -- but they are not as durable as toughbooks.

as long as you have a wireless modem/card, either should work fine in terms of public connectivity, although most city parks do not yet provide strong connections. the main issue would be firewalls or proxies that might cause a disruption, but those can be user-managed.

A tablet PC is designed so the screen flips over and can be written to with a penlike device as if it were a notepad.

A toughbook is a line of Panasonic laptops designed to be durable and able withstand conditions that regular laptops cannot. (These are used by police or military or construction crews who work in "dangerous" enviroments)

Their is a Toughbook that is also a Tablet PC.

Take a look at the link below. Essentially, toughbooks are designed to take more abuse than normal laptops (including tablet PCs). Drop a tablet PC, and it's pretty much toast.

Edit: I stand corrected. Looks like Panasonic makes a toughbook tablet PC as well.

A Toughbook is a Panasonic laptop / tablet computer. Cost is about 3 times as much as a standard laptop and is a generation behind in processor speeds.

Not just for the miltary - used anywhere where conditions may be too harsh for a lightweight computer.

You will have to judge from their website, but obviously (I hope) the only way you are going to get on the internet in a park is if your town has installed WiFi in the town or park.
