.... just fizzles. It has gas, i just changed the oil. It does need a new air filter but I can't image that would be the cause.

anyone mechanically inclined know what may be keeping it from starting?

try changing the gas gilter. check all filters first, then the choke.
it may just need cleaning and maintenance.

First is the gas fresh? Drain and fill with the recommended octane rating. Is the oil you used the recommended weight? How is the spark plug? If in doubt, replace it. While you're at it, replace the air filter. I promise you that now your Toro will start and run better than it has since new.

Sounds like a choke problem, does it have a variable choke you can turn down when it sounds about to start? Or it may need a new spark plug.
