well it is possible that neither person sewed the 'first' American flag.
Betsy Ross is the legendary designer and sewer of the 1st American flag however vexillologists like myself (people who like to stuy and learn about flags) don't believe that the design of the flag was at the hands of Betsy. the sewing of it there is no proof who sewd the 1st flag or what pattern the stars are in. of course the famous betsy design includes the 13 stars in a circle.
other types of patterns for 13 star flags have been 3-2-3-2-3 stars either north or south pointing stars or mixture or indeed completely random, 2-3-2-3-2 is another 4-5-4 is another 5-4-4 ive seen one example of.
there no question that betsy DID sewn 13 star flags in her circle pattern but is questionable whether she made the 1st. legend has it she had input on the design elling Washington that 5 pointed stars were easier to make than 6 pointed stars which was what Washington wanted.
Mary Y Pickersgill together with the help of her mother Rebecca Young sewed a flag measuring 30ft x 42ft in Baltimore MD- was sewn in her house and in a disused warehouse. she was paid $405.90 for her work. it was hoisted up at Fort McHenry and was the flag that gave Francis Scott Key inspiration to write a poem about it- The Star Spangled Banner which was later fit to an English tune (how ironic!) and became the US national anthem. the flag is in the Smithsonian in Washington DC.

I've never heard of the second lady, but the claim that Betsy Ross was the first is questionable, at best. Though she was a seamstress, the picture of her meeting with the founding fathers was not painted until the late 1800's, and the claim that she sewed the flag wasn't made until after she'd died, and then by her relatives, who may have had an ulterior motive. Also, Washington kept extensive records on who he owed money to, and her name wasn't listed. There was a lot of debate on just what the first flag was supposed to look like, anyway--they agreed on the stripes, but no one said how the stars should be arranged, so you got circles, squares, etc. for quite some time.

Betsy Ross sewed the first American flag. When we view the flag, we think of liberty, freedom, pride, and Betsy Ross. The American flag flies on the moon, sits atop Mount Everest, is hurtling out in space. The flag is how America signs her name.
