They are half-brothers, specifically they have the same mother and different fathers. Too bad that none of us will be alive when the cabinet discussions of this are declassified. What Mr Parker's book says is that the British cabinet had a meeting in 1960 regarding the royal family. That much is on the record. The minutes of that meeting should normally be made public 30 years or so later but for some unexplained reason, the declassifying of this meeting has been pushed many decades into the future, until well after anyone concerned is dead.
