From my understanding, foreign competition (thanks in part to the NAFTA agreement that Clinton signed in the 1990's) has made it difficult for Hershey to compete. I do know that Hershey tried to get the unions to agree to a reduction in labor and benefits costs in order to be more competitive, but the unions refused. So, they don't have many options left ... they can go out of business completely, cut back products (layoff) and stay put with a significantly smaller company, or move part of their manufacturing operations to Mexico and at least keep the revenue coming into the US.

If you were management, which would you choose?

They're now not relocating ALL their factories to Mexico...the one Pennsylvania plant they are remaining and moving is the only in Reading. The foremost factories within the the city of Hershey itself are staying placed. But sure, it nonetheless stinks.
