i have it installed on my pc and it flashes when i go onto Yahoo

It's main purpose is to stop your PC from connecting or being connected to by computers using IP addresses registered to the government or the MPAA and RIAA when using P2P and Bitorrent software.
It can also be used to block ads and spyware sites. The software updates its block lists automatically from a central server.

Peer Guardian allows you to browse the internet "somewhat" anonymously.
It does not block your IP address from being determined, but it blocks from "interested parties" what you have done on a web site, such as download protected software, music, or the like.
