No it would not, in addition to Apple specifically making it very hard for you even to emulate a Mac, Mac OS X largely requires an EFI, whereas a normal PC uses a BIOS, and without someway to duplicate such technology it would be quite impossible.
However as Mac OS X is largely based on Darwin a unix like os, if someone had a lot of time on their hands, they could possibly port a lot of code onto Darwin.
I have previously researched this, mainly because I wanted to run Garageband without a Mac.

No, you can not (at least at this time) without hacking the operating system. People have been able to take the Intel Mac OS and hack it to get it installed on a regular PC box.

As others have said you need to hack the OS.
Also, Mac OS hardware support is very limited, so you need the right motherboard, video card etc.
One of the reasons Macs work so well is that they do not let any Tom Dick or Harry design hardware for their systems.

Mac O/S is written for a Motorola CPU.
Windows is written for an Intel CPU(Dell, HP).
Motorola processors and Intel processors are incompatible from an software perspective.

Mac is not written for motorola any more that was the 90's or 80's(?). but it is written for intel not many intel though. it has been done do alot of resurch (this is a start) but search the web their is a lot out their on this.

You cant, Apple doesnt want people to use Apple systems on any other comp than Apple Macs.
But you can put Windows on a mac. -_-

My neighbor did that but i do not know how. It might have been an original mac and he put windows on it. sorry i cant help.
