There are almost always old tool and tackle boxes at resale or thrift shops (Good Will, ARC, etc) that are very reasonable. Clean them good with a dousing of a multi cleaning product like 409 and you can then spray paint them too! Most have small loops to hook a small padlock in.

Plastic box, clear duct tape will work just fine. Just make sure it doesn't walk off.
