At the moment SriLanka is the second best team, but once they lose the likes of Jayasuria, Vaas and Murali they might struggle for a couple of years. In saying that NZ, S.Africa, India and a fully fit Pakistan are right up there. As much as I hate to say it the measure of any team at the moment is how they perform against Australia.

After Australia, everybody is kind of same.
One South Africa is good, other Sri Lanka, next day NZ or Pak or India
Atleast in Test Cricket, it can be said England is the second best. Their test record in test is great in last 2-3 yearsw except last Ashes tour.
In One-Day, second best best team today, I'll say India because they beat South Africa recently, which is suppose to be second best.
So its England and India
