In which ways can drug abuse, smoking, rash driving be stopped?

this question is basically for a 16/17/18 year old boy/girl....but older people can put their views forward too...thank you.

The best solution is peer education. If people who have encountered difficulties because of these activities speak to an assembly of students their own age, many students will listen. Of course, the problems will probably never be stopped completely, but many lives can be saved by using students to help their fellow students see the dangers of performing these unhealthy and even deadly actions.
