If you are approaching government officials about legalizing something, you want to present it in ways that make them look good to the public. Your best would be to point out that decriminalizing prostitution would free up police for more important work while saving the city/county/state a pile of money. Then they can look like sweethearts by assuring the girls health and welfare through regular medical care and education/job training. Of course, this all would be paid for by the girls themselves in the form of taxes.

They need to be made to believe that the primary goal is not decriminalization, that is only a means to an end. The goal is lower costs, fewer STDs, reduced crime and reduced expenses.

My negativity about prostitution prevents me from seeing any positive point of view from any angle. So I guess my answer will serve as no benefit to you ..........Unless perhaps I have made some valid points.
Good Luck!

1. Large margin of profit for Govn't.
That would have to be in the form of taxes in the U.S. Then you have the "under the table cheater or the part time worker. Keeping it all to themselves.
2. Reduces Crime
We will always have thieves and murderers

3. Freedom of Speech, religion, and trade. (ie. women's/mens rights, prostitution is a trade)
I think we already have this. It is called the ....."First Amendment"

5. Govn't can then concentrate on dealing with more 'serious' crimes such as murder and burglary.
My curious nature make this quite interesting.
It would be my suggestion to look at the rest of the world that has legal prostitution and determine what benefit it is to those countries. Then look at the statics in the state of Nevada and see if there is any basis at all to legalizing prostitution in the rest of U.S. because of any of the factors you have mentioned.

4. Allows the profession to be managed not ignored (std control, treatment of women, etc.)

Already done in the state of Nevada, and part time workers and cheaters aren't going to give themselves up.

6. Cuts down on sex crimes.
I think this factor will never be abolished as long as a rapist has the need to feel power. Or they can figure out a way to remove the brain of child molesters.
