Alka Seltzer contains Sodium Bicarbonate and citric acid. If you have ever seen Baking Soda and vinegar, this is the same reaction, but the powder citric acid takes the place of vinegar....just add water:

NaHCO3(aq) + C6H8O7(aq) ---> NaC6H7O7(aq) + CO2(g) + H2O(l)

The bubbling comes from the CO2.

Alks seltzer includes Sodium bicarbonate as a component.

This substance reacts with the water to generate carbonic acid which immediately decomposes to produce water and CO2. The fizzing you see is the CO2 bubbling out of the solution.
