i need a website that can put text on a pic but it needs to be readable and free!!!!!!!!!!!!

What you need is a graphics editor. Photoshop works very well combining graphics and type, but it is quite costly. You could download GIMP. It is a graphics editor on the level of Photoshop, but it's free.
