Children take their title from their father. So Princess Anne's children are not titled, because their father isn't. Prince Edward and Sophie chose to have their child use the title of an earl's daughter, even though she is technically a princess.
Princess Margaret's husband, Anthony Armstrong-Jones, was made Earl of Snowdon by Her Majesty. So her children, Viscount Linley and Lady Sarah Armstrong-Jones take their titles from him, even though their mother was of much higher rank.

It has to do with who is next in Line to ascend the throne once the Queen dies or abdicates. Charles being the heir to throne means his first born William will be next in Line for the throne making him a prince as for Harry if William dosen't take the throne after his father then the job falls on him. So they are princes. Edward is fourth in Line behind Charles and has been given a title such as Duke of whatever. His children are called Lady Louise and according to what the new baby is it will either be Lord or Lady. Princess Anne is called the Princess Royal and her children are also called Lord if it is a boy or lady if it is a girl lady. She is a Princess because she was second in line after Charles for the throne. If Charles had not married and had children then she and her children would be next in line for the throne.
