Yes, I think that people can change but I also think that most people don't change.
It's up to you whether you want to trust again. Betrayal is a poison that is hard to shake.

Cheating is a behavior based on stress. It can either be a habit or incidental. When someone cheats and is remorseful, they will do things to ensure that they won't repeat it. If instead they blame others, then they've abdicated responsibility, and someone who doesn't take responsibility indicates that they also don't see that it is their job to make any changes. Therefore, the likelihood of repeating their cheating behavior increases.
It's always best to ask, how willing are they to change? What would they give up (money, time, privacy)? Then the other person has to decide whether they'll give them another chance.

It depends on who they cheated with.
If a complete stranger then always a cheat
It with someone from the past then it could just be a spare of the moment thing and may regret what they did and would never do it again

I think people can change. Some people cheat once and end up w/ the love of their life.
And there are a few that will always cheat because they just dont care...

NO, Not always true!! But,Yes, in most cases yes they are. It depends on the person some can change and others just get worse. It also depends on the relationship. Why he/she is cheating? Weither it be unsatasfied,or something else. Talking is the key. good luck***STarr***=)

Motive, means or opportunity has to change in order for them to change. That means if they are in prison, lose both legs in an accident or are so old no one would give them a second look but you, they might not cheat.
Character never changes.

I know peopla can change. Not all the time, but in some cases. Ive cheated before and it left me with a disgusting feeling. I know I will not cheat again. I will break up with my boyfriend before betraying his trust.
