Well, that all depends. The best film released for the first time theatrically in 2006 was David Lynch's Inland Empire. However, Jean-Pierre Melville's 1969 WWII masterpiece Army of Shadows saw a long-awaited revival last year, and if you count that as a 2006 film, then it is by far the best.
