Well, that all depends. The best film released for the first time theatrically in 2006 was David Lynch's Inland Empire. However, Jean-Pierre Melville's 1969 WWII masterpiece Army of Shadows saw a long-awaited revival last year, and if you count that as a 2006 film, then it is by far the best.

Flags of our Fathers, it was historical but interesting and captured the human spirit.
The Guardian with Kevin Costner was good, too.
