i think they dont really want to know who the users are i mostly put a thumbs down when its not a helpful or if its a stupid answer i dont care who the user is so i think it wont decrease>

No, I don't think the jerks that do it would care. If I thumb down a factually incorrect answer, I don't care who knows it.

Maybe. Then again they might increase for the same reason.
Depends on how much they take stock in that other person's ability to judge well.
