As humans become older the elasticity in our skin begins to weaken. Our skin starts to sag. Which can be seen on some who's face has started to wrinkle. When a woman reach the age of forty the collagen in our skins begin to decrease. Mainly because of decrease estrogen in our blood systems. As women pass through menopause the drop is more dramatic. There some women who have gone on estrogen replacement therapy (ERT) who have shown an increased concentration of Type III collagen in their skin. But not all women have taken such replacements. The human female breast is mainly made of mammary glands (milk glands) and mostly fatty tissue. The muscles on the human chest are located behind the fat tissues of the breast.When the skin that holds these in place become weaken, there is nothing to keep them in place. Which then gravity begins to pull on the weight of the breast and they begin to sag.

Yep, it's GRAVITY. And the more mass something has, the stronger the effect of gravity on that mass. Here's the relevant equation:
F=mg
The Force of attraction (in this case, b/t the Earth and breasts) = mass * gravitational constant
The gravitational constant, g, is just that: constant for everything in close proximity to Earth (it would be different if we were far away from Earth's surface). So the MASS (basically size; the density and weight) is what determines the force of gravity on the breasts.
Thus, the downside of large breasts is that gravity is gonna pull on them MUCH more intensely than on small breasts, causing more sagging.
So, small-chested women, take heart! Yeah, they may be smaller; but they will stay perky much longer than your big-busomed buddies!

It's not just "the female chest". Everyone will sag due to gravity.
The male scrotum sags in old age but you don't here about that now do you?
It's very simply gravity acting upon our bodies. It happens to everyone who is fortunate enough to live a long life.

Gravity, pure and simple. There are no muscles in that portion of the female anatomy, only fat, so there's nothing to tone up. That's why bras (and stays and corsets) were invented, to provide support
