There are things working in the background - the operating system. Also virus protection should be running.
If you suspect improper or unneeded things are going on go to Task Manager (control - alt - delete hitting all 3 keys at the same time) and check the program tab to see what is going on. Before you shut down any process found there make sure you know what it is doing as just blindly shutting down something you do not understand can create large problems.

Obviously check for virus- AVG 7.5 is free if you don't have one
spyware- Windows Defender is free if you don't have one
But more than likely you are disk thrashing from insufficient RAM memory. start/ control panel(classic view) /system and see how much you have. 1 Gigabyte would be great, 256 MB is just not enough.
Good luck

Could be a few things but start with these.. Your fan is dirty take the panel off and vaccum it out.. If your tower is in an inclosed space move it.. Your processor could be going.. Older computers will make a whirring sound means it is time to upgrade.. Good luck

Check out this free program- it'll show you everything starting up with windows so you can see if there's anything screwy (if you know what to look for)
