The Shining is by far the best horror movie I have seen. Also, The Blair Witch Project is great, as well as The Sixth Sense. None of those movies are terrifying due to gore. I feel that movies that go for cheap thrills (such as Saw I and II) are not as psychologically scary.
Also, not in the horror movie genre, but some David Lynch movies such as Twin Peaks: Fire Walk With Me, or Mulholland Drive are quite impeccably scary. I feel Lynch is a master of suspense.
