The water valve to my toilet does not shut off.

urn you main water valve off and open up the toilet one to see if it only needs a washer to correct the problem. It is is more than a washer I recommend replacing the entire unit.

If the handle on the toilet one just won't turn to facilitate a turn-off, than get a cresent wrench and loosen the nut some just behind the handle. Tap on the handle a few times to loosen things up and then see if the handle will turn. Don't forget to tighten the nut up again before you quit.

On this valve, it's very cheap, you cannot fix it, put in a replacement, you have to change the entire valve. It's best to do something like this while you have time, if you leave it go, that's when Murphy's law takes over, you know what that is?
