In my opinion country wise the biggest rivalry would be England V Germany. It seems like everytime they play the match could go either way. It is such a contest, you look at the past results and its been basically alternate, england win this time, the next time germany win....then england then germany.....
Also the players who play with England and Germany really know tradition. I mean English footballers and fans, they live with football in their blood, you see clubs like Liverpool and Manchester United and you just think about what kind of enormous tradition and pride they have. Also in Germany Bayern Munich and Shalke 04 and all those clubs have so much tradition and pride.
And in my opinion playing for pride and to keep the legacy of your own country going creates the best rivalries. And the history behind England V Germany is there.

England vs Germany,without a doubt.Maybe not so much in Germany but over here there's a hell of a lot of rivalry and hate for the Germans.Im English by the way.I still love Germans though.In fact im going on holiday there soon.=D The hate is only in football fans.
Also i would say Northern Ireland vs Ireland.They plain hate each other.Bombs and all.

we beat them 5-1 in Munich the last time we played!

i wouldhave to say Italy and France because they met with each other in two final euro 2000 final and the fifa world cup 2006 final
