I am creating my website and want photos with testimonials to flash on and off before going into my home page on the website. How can I make this happen or is there any software that can do this for me?

You can certainly do it with the above, but you show that you do not know RULE NUMBER ONE of web design, especially for the home page:
You have 2 to 3 seconds to grab your visitor and make him stay. NO MORE!
Flash intros on sites lead the visitor to click the "back" button before the intro is loaded.
Flashing images are irritating to 80% of users. They leave.
If you want testimonials, make a special page for them.
DON'T put them on your home page!

JUST DO IT AS AN ANIMATION SKETCH FIRST AND IMPROVE IT while you like it.
