Rat snakes are made up of 2 genuses Pantherophis for new world Elaphe for old world. Corn snakes(aka Red Rat Snakes) are a specific species(Pantherophis guttatta) in the pantherophis genus.
Edit:
Black rat snake which many of my co-answerers are refering to are Pantherophis obsoletus obsoletus, not the smae species as corn snakes. There are several other subspecies, and intergrades, my favorite being the Yelllow rat snake, Pantherophis obsoletus quadrolinneatus. The elaphe genus has the very pretty Asian beauty snakes.

The corn snake is also known as the red rat snake and there are some differences in the two monitors. These differences make them 2 separate species of monitors

The only difference between the two is their colorings. They are the same snakes. Rat snake refers to a variety of snakes that are non-venomous that feed on small prey that you would find in a field or barn, mice, rats, frogs, and sometimes they have been known to devour chicken eggs. Both are in the constrictor family.

Corn snakes are identified by their pattern on their belly which is a variety of colorings that resemble Indian maize (corn). Also, corn snakes are very popular as pets due to their domicile behavior.

Black rat snakes are identified because of their black body's with a spotchy white belly. They are also mid-identified as Eastern King snakes which they look closely alike. They are also commonly mistaken for rattle snakes because of their reaction to fear...when scared, they will raise themselves up and shake their tales like a rattle snake does to warn possible victims, although unlike the rattler, the black rat snake is non-venomous.

They are in the same family, basically the same snake. Different color patterns is the difference. Just like the fact that Cocker Spaniels and Springer Spaniels are the same dog. Only selective breeding separates them.

There is no difference . Both the same thing just two names for the same species of snake.
