Thank you all for your insightful and heartfelt answers but I have to say that both of my questions were, not only addressed but, answered in their entirety by the lovely Rachel B who said it all with "the dramatic chipmunk." The look in that creatures eye told the whole story and unless someone can offer an answer that is even more entertaining and downright absurd than that one, she'll get the ten points. But I have faith in the good people of Yahoo Answers that one of you can come up with an answer that will bring me even closer to my ultimate goal in life: to laugh so hard I souflee my depends® (which I wear recreationally FYI).

It's from "A Cry In The Dark" with Meryl Streep which is based on a true story in Australia where a dingo (wild Australian dog) ate/carried away her baby while they were camping.
This phrase was then used by Elaine on "Seinfeld" where it became even more famous.
