My pagerank used to be 3 a while back and it hasn't moved up from 2 in a long time. Is there a way to tell if i'm being penalized from any of my outgoing links or for anything else that I'm doing?

You are not being penalized it's just that the PageRank of your incoming links is low.

Looking at your backlinks for the site they seem to be mostly from article directories, small directories and forums all of which are very low PR pages.

If you want your PageRank to increase then you will have to get some quality backlinks from authority sites.

you can also increase the amount of articles, As time goes on, the article pages will increase in PR and make the links more valuable.

I would keep articles and press releases a steady part of your marketing.

Articles are valuable because you control the title and content. This makes the links from a PR 0 page stronger that a PR 4 page link that has nothing to do with your site!
