Only if your phone has built in Wi-Fi. Once you know your cell phone has Wi-Fi then it can connect to your internet wirelessly either at home through your home network or through a public hotspots (like coffee shops, airports, hotels etc). Using Wi-Fi does not incurr any charges from your cell phone carrier. However using your internet from your cell phone network will cost you.
