Use your pokedex to track it and go to that area but dont fly use the bike or walk but dont go in a cave or in a house.
when you find it use a master ball or use an ultra ball or quick ball but dont attack as it will run and you have to complete the process again!

"Before we fight the Elite Four, it's time to go pay a visit to Mesprit, Azelf,
and Uxie. You can actually do this at any time after the event with Dialga, but
you should be more prepared for the fights against them at your current level.

It's important that you battle against these Pokemon before beating the Elite
Four, or you won't be able to get started with fun things after beating the
game. The first Pokemon we're going to visit is Mesprit, found at Lake Verity.
That's the one by Twinleaf Town.

Get on the water and surf left to another piece of land with a lone item ball.
In it is TM38, Fire Blast. Now surf to the cavern in the center, you'll find
Mesprit inside the cave. Speak to it, and it will fly away. Professor Rowan
will speak a few words, and then suggest you chase Mesprit. You can find
Mesprit's location using the Marking Map app (#13). Put a fast Pokemon in your
party and follow Mesprit using Fly. Once you get onto its route, just wander
the field until you find it. You'll know you've got it when the encounter music
is just a bit different. :D

Mesprit and its pals are all L50. Mesprit is the only one that runs away from
you, so if you want, go ahead and use your Master Ball on it. However, I should
mention that after the game you can get another legendary that also runs away
from you, so you may want to save the Master Ball for that."

Like the Legendary Beasts, Latios, Latias, and Cresselia you must travel the Sinnoh region looking for it.

P.S. If you have the Pokeapp Marking Map you can see a face that travels around. My advice is shift between Route 210, Solaceon Town, and Route 209 until it is near you then go into the tall grass and try to find it. If you encounter it the music will be slightly different. To find it easier use it's Pokedex entry cry. When you encounter it make sure to have a very fast pokemon in your first slot that knows Mean Look, Hypnosis, Sing, ect. Try catching it at night with a Dark Ball while it's stuck battling you. If you do any damage or use any Stat changing moves Parlyze, Burn, Freeze, ect. and it escapes don't worry because it will still have that battle damage or Stat changer.

mespirit plays a game like catch me if you can, you need to go to the wild and it will eventualy go somewhere near or far from you, don't worry too much if you can't catch it at the first trys, but if you really want him at once, then i sugest you train a pokemon with the move mean look or a wobufet, which their efects are not to allowing the other pokemon to run/flee, once you meet it use the mean look and it won't be able to run, also try causing a status alteration besides lowering the target's hp, cause something sure, like a sleep or paralisis, you'll also need some ultra balls and perhaps timer balls if it gets too long, if you find him at night then try taking some dusk balls with you, if you aren't in a hurry, then wait until you find him by mistake and try lowering it's hp each time you find it, you'll need a poketch app. to find it, which you get at the poketch company building, to tell you the truth, i got mine while breeding some pokemon, but since i had lowered it's hp and caused a paralisis, i just threw a quick ball and got him, heh, isn't that cool, well, this is what i have for advice and if you need something then mail me at falltomyshadow@yahoo.com and i'll help you in what i can

I recomend traingin a crobat, they are fast and can learn mean look, which if u use that, it wont be able to run away.

walk in the grass at valor lake and it will attack you teach one of your pokemon mean look or block. if you go into mt. cornet you can catch golbat which knows mean look or catch bronzong and he know block
