As was previously mentioned, it's usually unnecessary to test for oxygen as long as there's movement (as from a filter) in the tank. The only times this could be a problem for your fish are if the water temperature is extremely high (wamer water holds less dissolved gasses), you are very overstocked, you have a high amount of organic matter that's decomposing, or the fish have very little surface area for oxygen/CO2 exchange.

Yes, you can get a test kit that test's disolved oxygen in the tank. Or you can take a couple of cups of water from your tank and go to your local fish store and ask them to test it for you.

yup there are test kits to check the amount of dissolved oxygen but its rather unnecessary in most aquariums
