Get sticks, a practice pad, and a metronome. You can probably get all this for $35-$50. Work on the exercises and patterns your teacher gives you on your practice pad.

Pad:

Sticks:

Metronome:

This stuff should tide you over until you're ready to spend $600-$800 on a decent starter kit.

Good Luck!

im a drummer...we are alike (except i have a drum set).

well, you can go to any music store and buy a little practice set until you can get an actual set. or you can get an electric drum set (although they are sometimes more expensive than a drum set). if your on a budget, or money is the reason for not having a drum set, then you can always go to eBay. my drum instructor told me to go to eBay to buy used cymbals.
keep drummin'!!!!!!!!!!!!!!!!!!!!!!!

Up-turned pots and pans, or you could buy different width containers like chips or pringles and play those, they have a better sound than the pots and pans, or a bunch of bowls with tightly wrapped press and seal wrap, plastic wrap doesnt work, punch a hole too easily.
