Because there is no point! The moon is a lifeless and barren place. It costs billions of dollars to send things there. We went there last time as a show of technological superiority and nationalism.
Robotic probes can do everything a human does, can see better than a human can, can work tirelessly, requires none of the many life support requirements. Aside from national pride, why go to the moon? The real goal here is discovery. Lets do it sensibly.

Part of the reasons for going to the moon was the Cold War era space race. And the fact in the early 60s Kennedy was a strong supporter of Manned space flights. The Apollo program at it's height had twice the budget (adjusted for inflation) as it does now. With that much funding and manpower people can move mountains.
Another aspect was that no one has gone to the moon before, so it was unexplored and undiscovered. That makes a big difference.
The only reason to go back would be to set up some sort of permanent base there for scientific study. With a current president who makes a mandate and only increases the NASA budget by less then 7% with no plan, or idea. NASA is forced to abandon its Space shuttle flights, and unmanned missions to fulfill the goal.
NASA would need to at least double its budget before any serious attempt could be made. And for that it needs a favorible congress and president to do so

Until recently, there were no good reasons to return to the moon.
It is expensive and risky.
There is little scientific reason to go there.
Now that is changing. We may return to the moon to build a staging base for the launch of a mission to mars.
I'm sure you will hear more details on the topic in the future as we better understand what will be required for a successful trip to the forth (red) planet.

What's the motivation? It's a very expensive operation, sending three guys to the Moon to dig up rocks, don't you think?
Six lunar landings and five other lunar orbit missions cost $125 billion (2006).
117 shuttle missions have cost $135 billion (2006). Oh, yeah. No rocks. I guess that's the down-side. Too bad, huh.

Because its just too costly and unscientific to do that. Besides spending again on moon travel will reduce money to other space programs.

There was no point to go to the moon anyway. It was just to prove to the USSR that they couldn't beat the U.S in the "Space Race".
